Ground breaking ceremony has been done for the first phase of the North Coast Corridor (NCC) Program, which will make $700 million in infrastructure improvements over the next five years. The NCC Program is a 40-year, $6-billion initiative, that includes highway, rail, environmental and coastal access projects and enhance the coastal environment over the next 30 years. The first phase focuses on highway, rail and bike, pedestrian and habitat improvements along the California coast between San Diego and Oceanside. The San Elijo Lagoon Double Track Project will be built first. The second double track project, Batiquitos Lagoon Double Track, is scheduled to begin in 2017. The entire first phase is being funded by a combination of federal, state and regional revenue sources.
