A necessary upgrade of East Peoria’s wastewater treatment system will cost $40 million to $60 million. The project will be done in five phases over more than five years. The first three phases totaling $26.2 million are the most urgent. The last two, totaling an additional $30.6 million, can wait until growth supports expanded capacity. Financing plans still are being worked out. Work on the first phase of the project is expected to begin in 2017.
